This thing has kept me from getting washed out of the boat on numerous occasions. Comfortable and secure. I'm going to put some foam pipe insulation on the pegs and 3M tread tape on the bottom bar for more comfort and better grip. The best footbar I've used in 30 years for sure!!! If you aren't rowing class III or better rivers, you probably wont need it, save the weight, it's pretty dog gone heavy.

I have an NRS frame with a foot bar (not straight cross bar) I'm wondering if this would fit that bar and be useful for my wife's shorter legs. That one is tough for me. I do not have direct experience on the adjustable seat.
I do own the foot bar as shown in the picture below, and I suppose you could adjust that to swing upwards to help with shorter legs. --- However~ that could also make the knees come up higher and might cause interference with the oars in certain conditions.
I would suggest trying it out with both the adjustable seat and the foot adjustments to see which way works best for you.

There are a few adjustments that can be made. The foot bar can rotate up away from the raft floor and the foot pegs can be rotated out a little (my preference). Also the cross bar(S) can be moved closer to the seat, or the cross bars for the seat can be adjusted to the front. I'm finally answering one of these NRS "help a fellow shopper" messages
since this is a bit more than just a question about dimensions.
The width between the fittings (LoPros) of the Deluxe foot bar is greater
than the width of the straight part of the frame foot bar by quite a bit.
You would have to attach in the curved part of the frame foot bar, so I
don't think that works.
Have you considered just having 2 frame foot bars?
Actually I don't use the Deluxe Foot Bar as a foot bar, but rather as a
step on the front of my cataraft frame. It really makes getting on and
off easier, at least when there is a cooler or box in the front of the
frame. Plus it provides a footrest for anyone sitting on that cooler or
box. You do need to fill the gap to prevent a possible entrapment
situation if a foot slips.

Yeah, the deluxe foot bar swivels on the cross bar and the individual foot
pegs can adjust up and down.
I can't imagine a configuration you couldn't achieve.
I'm confident you can adjust it to make your wife comfortable.

Look at this link - http://www.nrsweb.com/frames/Specs.asp?deptid=974&tn=49#FootBar and you can see that the Deluxe Foot Bar won't fit on a standard Foot Bar; it needs to attach to a crossbar. Sorry, I'm not following your reference to a "seat mount that has adjustments..." I finally got a chance to go get that measurement.
Overall width including the fitting is 32" on mine.
Pegs are 8.5" not including the fitting.
Depth is 10.5" as measured from the outside of the drop tubing to the inside of tube of the raft frame.
These are great-- they really help you hang on when you need to put some muscle in your rowing.
