Hi Eric, The raised part in the picture hard plastic (the piece with the slot to accept the skeg, which is also hard plastic). It is glued to a sheet of flexible PVC, which is the larger flat area around the raised part. The PVC sheet provides the large surface area for you to glue to the boat. Does that help?

It's made of two different materials. Where the fin attaches is rigid injection molded plastic and includes a moving plastic lock -key to hold the fin, and it's bonded to a soft plastic or rubber-like material you can glue to your boat

The center track is hard and rigid plastic surrounded entirely by a rubber flange. You see both surfaces in the photo. The rubber outer flange is what is glued to the bottom of your craft. however I also applied cement to the hard plastic center but I will never know if this additional surface actually stuck and if so helped in strengthening the bond; the rubber to rubber bond was more than effective in permanently securing this to the boat.

The slot that the skeg slides into and the skeg seem to be a fairly rigid plastic. The surrounding material in the base is a flexible pvc fabric - providing the surface that will be glued to your board or boat.
